An Indian exporter bidding a World Bank funded water pumping tender in Niger asked whether Lucius could build the bilingual submission index for a 54-document DAO, French as printed with English underneath, each item cited to its page and marked mandatory or conditional. An invented citation is a dealbreaker in regulated procurement. Lucius checks each quote against the page it cites, and tells you which ones it could not find.
1. Read
Lucius reads the document you upload, annexes included, in overlapping passes so the middle of a long pack gets the same attention as page one. No summarising. A preview that covers only the first pages says how many.
2. Verify
Every extracted requirement is checked back against the source text. A quote Lucius cannot find on its cited page is marked unverified for you to check, never shown as verified.
3. Cite
You get an audit trail you can defend. Rows name the page they came from, and in a PDF open the source at that page. In a Word file, where pages can shift, the page is marked as approximate.

Three ways a bid fails before anyone reads the answers. Lucius reads for all three before the document leaves your team.
The missed site meeting
A compulsory briefing on page 2 goes unread, and the bid is over before it starts. Lucius flags every date and mandatory attendance requirement up front.
The buried clause
A local-content or eligibility rule sits in an annexure on page 140 and disqualifies the whole submission. Lucius reads the annexes as carefully as the front matter.
The unpriced line item
One row missed in a 200-page bill of quantities breaks the whole priced schedule. Lucius extracts the BOQ so every item gets a price.
