Construction Tender Writing Guide: What UK Building Packs Actually Require

Construction is the largest public procurement sector in the UK by spend, and it is also the most gated. In the last 90 days our index caught 197 UK construction notices, 60 of them open today, with a median stated value of £285,000: 76 were under £250,000, 23 were over £5 million. Whether it is a school roof, a highways package or a play area, here is what the packs actually require and what evaluators score.

The gates in a real pack

A district council tender we read this week for the design, supply and installation of an inclusive play area shows the pattern. 53 requirements, twelve of them able to end the bid on their own: a maximum budget of £100,000 excluding VAT with anything above excluded outright; £10 million public liability and £10 million employers' liability, held or committed for contract start, marked pass or fail; compliance with BS EN 1176 and CEN/TR 16879:2016 for equipment and surfacing; a hard submission deadline; and an evaluation that scores quality at 100% once the pass-or-fail minimums are cleared. None of those twelve lines is about the quality of your method statement. All of them are checked before it is read.

The time available is the same as everywhere else in UK public procurement: a median of 29.8 days from notice to deadline for construction packs in the last 90 days. Site visits, where required, eat a week of that.

Construction-Specific Evaluation Criteria

Beyond standard quality/price scoring, construction tenders typically require:

• Health & Safety methodology — CDM 2015 compliance, RIDDOR record, site-specific risk assessments, named SHEQ Manager
• Programme/Gantt chart — detailed construction programme showing critical path, milestones, and float
• Supply chain management — named subcontractors, letters of intent, capacity evidence
• Quality management — ISO 9001 or equivalent, inspection & test plans, defect management procedures
• Environmental management — ISO 14001, BREEAM approach, waste management plans, carbon reduction commitments
• Social value — local labour, apprenticeships, community engagement, SME subcontracting targets

Common Frameworks

Many public sector construction contracts are procured through frameworks rather than open competition:

• NHS ProCure — healthcare construction framework
• YORbuild, LHC, ESPO — regional frameworks

Getting on a framework is itself a tender exercise. Once you're on, individual projects come as "mini-competitions" or "call-offs" with shorter evaluation periods.

The #1 Mistake in Construction Bids

Submitting a generic methodology. Evaluators can tell when you've copy-pasted from a previous bid. A winning methodology is site-specific: it references the actual site constraints, local planning conditions, access routes, and phasing requirements from the tender documents.

Where to spend the writing hours

Once the gates are cleared, construction scoring concentrates on a few sections: the construction programme with its critical path and float, the health and safety methodology with named responsibilities under CDM 2015, the quality plan with inspection and test points, and social value. Weightings vary, but the pattern in the packs we read is that method and programme together carry the largest share of the quality score. Write those against the buyer's own headings, with the evidence attached, and give the price schedule exactly what the pack asks for, in the format it asks for, with the cost breakdown it asks for. Two habits separate winning construction bidders: they extract every requirement with a page reference before writing, so nothing in the special conditions is missed, and they submit the day before the deadline, because portals slow down in the last hour and late is late.
